This is because IV-wise, your Tyrogue's Def is slightly higher than Atk. This did not make any difference till now, but it will happen at next level (So unlucky :( ). It will cause Def to be more than Atk.
To solve the problem, you will have to EV Train your Tyrogue in Atk (until +1 in total stats), and then level up. This is most likely to work.
If it doesn't, keep doing this and checking when it wants to level up.

i tried it, and yes it evolved to hitmontop, thanks! i wonder what happened yesterday 3 of them is evolving into hitmonchan, now all i have to do is evolve the other one to hitmonlee.

Here is the explaination : You +1 Attack manually, and when you level up, system automatically gives it +1 Def too. Both get +1ed, equalizing for a Hitmontop

It has higher def than atk in IVs with neutral nature. The tyrogue must have had higher def in base stats so it evolved to hitmonchan.

This question belongs in Question sub-forum.

Anyways, defeating Heracross increases EV points by 2 (or 4 with macho brace). The reason you see that behavior might be because of one if these reasons :

1. It already has max EV points (510 limit for total, 252 max for one stat).
2. You are looking at the IV values table. There are two tables in a Pokemon's page; one for Individual Values (IVs), other for Effort Values (EVs). EVs change, not IVs.
3. If you are looking at the final stats (colored boxes), the change will be visible after defeating multiple Pokemon, depending on the level of your Pokemon (Higher level = faster change in final stats on EV Training).
