There is no glitch you just may be doing it wrong...ok so the first thing you do is place a pokemon you want to give or do not want then scroll down to bottom where you place the money insert how much you want to give then you see bottom right where it says SET TRADE click that and you should be fine :)

The offers you can make are as follows:
  • Blank/Empty/"Free" = no Pokemon set, no money offered
  • Pokemon only = no money set, Pokemon (up to 5) selected
  • Money and Pokemon = Pokemon (up to 5) selected and a monetary amount given
It is not possible to have a money-only offer. I'd be lying if I said I knew why, it's just not an option here. The "cannot have an empty offer" indicates that you have tried to make an offer with money but no Pokemon selected. Make sure that the Pokemon has actually been set to the trade, and not just selected in the drop down menu.

So trading money for a Pokemon isn't possible? Or does another Pokemon have to go with the money in order for the trade to go through?

Basically, what you do is when some people want to trade X for money, you put the money AND a trash Pokemon along with the trading list, because the system will not accept pure monetary trading. Clear enough?

The simple logic behind the system is because "selling" Pokemon is not seen positively in the Pokémon world. And theoretically Pokémon trainers are only supposed to exchange pokemon ("trade", in other words).
That's why you can't offer only money, since that would be selling instead of exchanging. The reason no money + no Pokémon is allowed is because that would be gifting then, which is alright.
