Umm... I don't mean to be rude, Asim, but we actually CAN see earthquakes coming. That's what seismograph are for. Seismograph sense vibrations in the Earth's crust to give us a warning of an approaching earthquake.

I don't think it's your computer because I'm using a pretty good computer and I experience this too. It's not because you're not Premium since all players can find rare or Shiny Pokemon Premuim or not. Premiums just have a higher chance of finding Shiny Pokemon. I really don't know if it's lag or no...
Well then you're probably banned or you just happen to pick all the times that the chat server is down to login to Pokemon Legends which is highly unlikely. You're most likely chat banned.
